This memo is intended to assist school districts and charter schools in meeting the requirements of recent amendments to State law regarding cardiac arrest procedures and automated external defibrillator (AED) equipment.
All 21st CCLC programs must share student data with NYSED to meet federal and state reporting requirements and track progress toward local and statewide goals.
Important Reminders from the NEW '25-'26 21st CCLC Timeline:
Attend/participate in Lights on Afterschool, the nationwide event organized by The Afterschool Alliance to celebrate afterschool programs and call attention to their value. October 23, 2025.
Local Evaluators: Complete 24-25 Annual Evaluation Report (AER; MS Word Document) and accompanying Evaluation Plan & Results Tables (MS Excel Workbook) and send to the Program Director and NYSED via EMSC21CCLCSTCCLC@NYSED.GOV by October 31. Obtain student outcome data from districts as needed for local objectives.
Convene 2nd Advisory Board Meeting. Include all stakeholders. Topics might include review of initial program implementation efforts, enrollment/participation, family engagement plans/activities, staff development plans, internal improvement cycle/QSA process.
Participate in the 1st Evaluator’s Site Visit, conducted by the Local Program Evaluator. This is an opportunity to open the program to the observation of the partnering evaluator, collaborate to track progress indicators, and to receive valuable, actionable feedback about program implementation. Summary findings from this visit can inform the continuous improvement cycle and communicate progress updates to staff and stakeholders.
Update the Evaluation Plan and Logic Model/Theory of Change, see SMV indicator H-3, as needed.
Enter program fall 2025 participation and activity data into AS21 by December 31, 2025.
Conduct required, Internal Review/Check-In of Program Service Delivery. This is the opportunity for Program Leaders to observe their staff using a formalized process/protocol while staff are delivering programming to participants; they review the implementation of activities as designed/planned, the performance of staff, and the levels of engagement/targeted responses from participants. This provides valuable formative feedback to integrate into the internal improvement cycle. Additional information about this requirement and the Program Activity Implementation Review (PAIR) is in the Site Monitoring Visit Tool (SMV), Indicator D-2.

Session Description:
This 2-hour session is designed to support you, your school, and your district with Dignity Act implementation. It will provide an introduction to the technical and adaptive challenges of implementing the Dignity Act, including how to support students when there is no evidence of a material incident; how to engage and communicate with parents; and misconceptions around reporting. Participants will be led through a series of scenarios intended to help troubleshoot implementation challenges.

Oct 21 Measuring School Climate

Intended Audience: Administrators, student support personnel (counselors, psychologists, social workers), teachers
Session Description:
School climate sets the tone for the school. Measuring school climate is an effective way to gather feedback about how well a school support its students’ and staff’s physical and psychological safety, sense of belonging, and well-being. In this 2-hour interactive session, participants will learn about ways to design, administer, and interpret surveys and other methods to measure school climate, and how to use the information gathered to improve school climate in their buildings.

Oct 27 ACES, Trauma, and Resilience

Discover the role that afterschool programs play in helping children survive and thrive after traumatic experiences. Using trauma-informed care research, this workshop will explore how adverse childhood experiences (ACEs) can affect children's growth and development. Emphasis will be on practices in afterschool, including interactions with children and program development. This workshop is for all afterschool, summer, and expanded learning time staff who want to integrate trauma-informed practices into their programs.
Credit: This virtual session will count for two (2) hours of OCFS training credit (Core Competency Areas 1,4; OCFS Training Topics; (10) Adverse childhood)

Bridging the Gap: Summer Bridge Celebration at HSPS
Each year, HSPS marks the end of Summer Bridge with a special tradition. In partnership with Global Kids and KAVI, the school celebrates students' transition from middle school to high school by symbolically crossing the bridge from Manhattan to Brooklyn—leaving one chapter behind and stepping into a new one. This powerful ritual highlights growth, change, and community. And of course, no celebration is complete without a sweet reward—ice cream at the end helped seal the deal and boost turnout!

2024-25 Annual Evaluation Reports (AERs) and all supporting documents must be submitted by email to EMSC21CCLCSTCCLC@NYSED.GOV by Friday, October 31.
If these records cannot be obtained in time for the AER deadline, please submit outcome information in an addendum.
Before submission, Program Directors must review the AER to verify the accuracy and completeness of all information
