We are pleased to announce that Josh Davy, who earlier worked as Program Specialist with the ROS TARC, has been appointed as the Director for the ROS TARC.

New team members at NYC TARC:

Yannique-Gail Coleman, TARC Program Lead: Yannique Coleman started in the role of TARC Program Lead on June 16th. In this position, she will lead performance-based improvements for 21st CCLC grantees, ensuring compliance with federal guidelines and supporting the effective delivery of after-school enrichment programs for youth across the city. Ms. Coleman brings over 15 years of experience in child welfare, education, and social policy. She has a strong track record in federal compliance, equity-driven initiatives, and improving outcomes for underserved communities. Her expertise includes grant management, program development and evaluation, early intervention, and stakeholder engagement. Before joining TARC, Ms. Coleman held several leadership positions at the NYC Administration for Children’s Services, where she oversaw field operations, supported child welfare policy reforms, and supervised multidisciplinary teams. Most recently, she worked as an ABA therapist in early intervention. Ms. Coleman holds a Master of Science in Social Work from Columbia University, with a focus on Children and Families, and a Juris Doctor from New York Law School. She is a licensed social worker and certified in motivational interviewing and coaching. In her new role, Ms. Coleman will guide professional development, ensure grantee accountability, and support the NYC DOE’s mission to deliver equitable, high-quality extended learning opportunities. Bianca Salazar, TARC Program Specialist: Bianca Salazar started in the role as Program Specialist on June 16th. In this role, she will support data management, compliance monitoring, and technical assistance for 21st CCLC programs across New York City, ensuring the integrity of program reporting and strengthening outcomes for students and families. Ms. Salazar brings over three years of experience in student recruitment, family engagement, and community outreach. She previously served as an Admissions Associate at Cristo Rey New York High School, where she led targeted recruitment strategies, fostered partnerships with local schools, and supported families through the admissions process. Her portfolio also included mentoring roles, including Family Engagement Specialist and Team Mentor, reflecting her commitment to student development and community-building. A proud first-generation college graduate, Ms. Salazar earned her bachelor’s degree in International Studies from Manhattan College in 2020. Her leadership journey has been shaped by her lived experience as the eldest of three siblings, and she continues to approach her work with a strong sense of purpose and service. Outside of her professional work, Ms. Salazar is passionate about travel and cultural exploration, having visited eight countries to date. She is also an avid baker and a lifelong supporter of FC Barcelona, eagerly anticipating the 2026 World Cup. In her new role, Ms. Salazar will contribute to continuous program improvement efforts, facilitate data-driven decision-making, and help advance the 21 CCLC’s mission to expand access to high-quality afterschool programming. The Department has developed guidance to assist schools in ensuring the safety of students, staff, and visitors at events at school occurring outside of school hours. The Before and After School Safety Guidance includes, but is not limited to:

  • Aligning Before and After School Safety with district-wide and building-level safety plans.

  • Considerations for ensuring communication between staff, administration, and parents/guardians, as well as the event attendees/participants.

  • Considerations for event-specific safety.

  • Sample checklist for emergency procedures.

Important Reminders from the NEW '25-'26 21st CCLC Timeline:

Submit Annual MWBE 104G Compliance Report to the MWBE office at mwbegrants@nysed.gov. The due date was July 31, 2025. 


Obtain grade report data for students in Grades 7, 8, and 10-12 from partnering school district(s) in accordance with the prior-approved Partnership Agreement and submit completed GPA calculators to the subgrantee’s respective Go Anywhere FTP folder by August 31. Programs required to submit GPAs should reach out to EMSC21stCCLC@nysed.gov for further information. Review the training materials and the recording. Contact your TARC promptly if your district’s schedule for releasing grades will not allow you to meet this deadline. 


Local Evaluators: Complete Annual Evaluation Report (AER; MS Word Document) and accompanying Evaluation Plan & Results Tables (MS Excel Workbook) and send to the Program Director and NYSED via EMSC21CCLCSTCCLC@NYSED.GOV by October 31. Obtain student outcome data from districts as needed for local objectives. See the Evaluators' Corner below for more information and to register for an optional remote session about the AERs.

Prepare information for Year 5 Strategic Planning. Synthesize and integrate recommendations and input gathered from Needs Assessment and/or the Support Services and Learning Needs Inventory, the AER, and the Internal Review processes into plans for next year. 


Communicate findings, celebrate successes, and share plans with the community and stakeholder audiences.





 Afterschool21 Guidance

Please see upcoming virtual Afterschool21 (New Statewide Data Collection System) training opportunities. These trainings are required for all subgrantee program directors and/or program leadership to attend. Please forward to your site coordinators and other relevant staff. The training will include grant level and site level training for users.

The Rest of State Fall Conference will be held Friday, September 19th. Attendance is mandatory for all program directors. Please indicate on the registration form if you have any dietary restrictions or need any parking accommodations - such as handicapped parking, which is available. This workshop is for all afterschool, summer, and expanded learning time staff who want to integrate trauma-informed practices into their programs.

[NYS Network for Youth Success SAC Credential Advisor, Endorser, and Instructor Trainings]  Become a SAC Credential Endorser!

The Network for Youth Success is seeking qualified professionals to join our SAC Credential Endorser pool. Endorsers conduct virtual observations of SAC Credential Candidates across New York State, providing valuable feedback and support to advance quality in afterschool programs. Training will be held Tuesday, October 28, from 9:00 AM–3:00 PM. Endorsers receive a stipend for each visit. 2024-25 Annual Evaluation Reports (AERs) and all supporting documents must be submitted by email to EMSC21CCLCSTCCLC@NYSED.GOV by Friday, October 31.

If these records cannot be obtained in time for the AER deadline, please submit outcome information in an addendum.

Before submission, Program Directors must review the AER to verify the accuracy and completeness of all information
