Important Reminders from the '25-'26 21st CCLC Timeline:

We will provide an updated 2026–2027 timeline soon.

Submit Annual MWBE 104G Compliance Report to the MWBE office at mwbegrants@nysed.gov by July 31. 


Obtain grade report data for students in Grades 7, 8, and 10-12 from partnering school district(s) in accordance with the prior-approved Partnership Agreement and submit completed GPA calculators to the subgrantee’s respective Go Anywhere FTP folder by August 31. Programs required to submit GPAs should reach out to EMSC21stCCLC@nysed.gov for further information. Review the training materials and the recording. Contact your TARC promptly if your district’s schedule for releasing grades will not allow you to meet this deadline. 


Local Evaluators: Complete Annual Evaluation Report (AER; MS Word Document) and accompanying Evaluation Plan & Results Tables (MS Excel Workbook) and send to the Program Director and NYSED via EMSC21STCCLC@nysed.gov. by October 30. Obtain student outcome data from districts as needed for local objectives.


Submit 2025-2026 Final Expenditure Reports (FS-10-F) to Office of Grants Finance by September 30. Recommended in Excel; please enable macros. Commence Summer Programming (if applicable; Year 5 begins July 1, 2026) 

  • Important update from the Office of Grants Finance:
    • “Old” FS10F forms will not be accepted for the 25-26 grant year. One signed original FS10F and one additional hard copy are to be mailed directly to:

    • Subgrantees are not to mail or email any FS10F submissions or courtesy copies to NYSED’s  21st CCLC Office of Student Support Services.

    • For the status of FS10F submissions, contact Grants Finance at grantsweb@nysed.gov or (518) 474-4815.

  • 6/24/2026 – IMPORTANT! Updated FS-10-F Final Expenditure Report Form and Reminders
    • Beginning with the 2025-26 project year, subrecipients are required to use the updated FS-10-F Final Expenditure Report Form found hereIf your agency has retained either paper or electronic versions of the form prior to June 23, 2026, please discard them and use the updated form. NOTE: A FS-10-F document may be returned if not submitted using the new form version.

    • The changes to the FS-10-F Final Expenditure Report Form are consistent with the updated federal Uniform Grants Guidance/UGG (2 CFR 200).  Please see the June 9, 2026 announcement on the Grants Finance website for further information.

    • To prepare and submit the FS-10-F:

      • The FS-10-F should only be prepared and submitted after project activities are completed, all obligations/encumbrances have been fully liquidated, and all expenditures claimed have been paid.

      • Please refer to and utilize the approved FS-10 Budget and FS-10-A Budget Amendment(s), if applicable, when preparing the FS-10-F document.

      • The FS-10-F should be completed in its entirety with all requested information provided, valid encumbrance dates, check/JE#s, etc. Ensure the correct Project #, Contract # (if applicable), SED Code, and SED Name is provided. (Hint: Utilize Grants Finance reports to ensure your agency’s data is accurate.)  

      • The FS-10-F should be submitted from the sub-recipient to Grants Finance in duplicate with original ink signature.

      • Grants Finance will be unable to process a FS-10-F that has a pending amendment! Please verify submitted FS-10-A Budget Amendments have been approved and processed.

      • Prior to submitting the FS-10-F, verify all pages are printed and the appropriate format, all requested information is provided, detail pages fully support the summary page.

      • Once the document is processed by Grants Finance, a copy of the FS-10-F along with a Project Status Report is sent back to the LEA to the attention of the contact listed on the front page of the FS-10-F document. Please review this copy in full when it is received as it will contain further information regarding any changes made to the approved document as well as payment information if applicable.

      • Do not submit another set of FS-10-F documents including a Revised FS-10-F until confirmation of processing of the original FS-10-F document is received from Grants Finance. Please refer to the direction below to confirm the document is received via the Grants Finance website and/or wait for a copy of the FS-10-F to be returned to your agency for review.

    • Helpful Resources: For further information and guidance, please refer to NYSED’s Fiscal Guidelines for Federal and State Grants .

    • Agencies must maintain complete and accurate records and may be requested to provide additional details to support reported expenditures. Please refer to Subrecipients Record Keeping and Retention Guidance.

    • Grants Finance offers several reports to help local agencies manage their grants and reconcile their records with the Department's. Please visit www.oms.nysed.gov/cafe/reports/ to view reports for your agency. To check if your FS-10-F has been received, please go to NYSED Grants Finance - Reports, search for your agency, and navigate to the Federal and State Grant Status Report. An asterisk (*) indicates that the Final Expenditure Report (FS-10-F) has been received.  If the FS-10-F has been reviewed and closed, the Paid-to-Date will equal the budget. If the project is listed and there is no asterisk (*), the FS-10-F has not been logged and must be mailed to Grants Finance with original wet ink signature.


Prepare information for Year 5 Strategic Planning. Synthesize and integrate recommendations and input gathered from Needs Assessment and/or the Support Services and Learning Needs Inventory, the AER, and the Internal Review processes into plans for next year. 


Communicate findings, celebrate successes, and share plans with the community and stakeholder audiences.

OCFS's Universal Afterschool Report

We are gearing up for the 2027 legislative session-- which includes making a push for afterschool funding in the Governor's Executive Budget. That means that the work starts now! All summer/fall we will be breaking down the State's new afterschool feasibility study, which will help you understand the landscape at the state level and prepare you to take action in the coming months.

NYS Budget Finalized: NYS Network for Youth Success' Enacted Budget Overview


A new national report from the Afterschool Alliance reveals that millions of families are struggling to access affordable summer opportunities for their children, even as demand for structured summer programs continues to grow. The findings come from The Summer Struggle for Everyday Families, part of the organization’s latest America After 3PM research series.

Program Spotlights



RoS TARC Pays a Visit to Cornell Cooperative Extension Jefferson!



Last month, the TARC team had the pleasure of visiting Cornell Cooperative Extension Jefferson’s summer program. During our visit, we saw students strengthening their engineering, problem-solving, and teamwork skills as they collaborated to build creative structures with Magna-Tiles. We also joined the group as they gathered for announcements, showcasing the strong sense of community within the program. One of the highlights of the visit was watching students explore space and identify star constellations in the Starlab Planetarium, where their curiosity and excitement were on full display. Throughout the day, the students were highly engaged, and the program fostered a warm, welcoming, and enriching environment.

Computing GPA Using the GPA Calculators

GPA data for Rest of State programs with students in grades 7, 8, 10, 11, and 12 is due by August 31. Training for Computing GPA using the GPA Calculators was conducted virtually on Monday, June 15, 1:00 pm. Links to the calculator files, updated guidance, and the training recording are posted on the TARC website here. Contact MI with any questions or concerns: 21ceval@measinc.com


2025-26 AER Templates have been released.

The new templates can be downloaded from the Evaluation tab on the TARC website. This year's AERs will be due on October 30. Contact MI with any questions or concerns: 21ceval@measinc.com


2026 Teacher Survey

  • Overall, teachers of students who were not already meeting expectations reported improved school engagement for 79% of students across all attendance hours.

  • The proportion of these students increased with 21CCLC Program attendance, reaching 84% among students who participated for 270+ hours compared with 76% among those who participated for less than 15 hours.

  • The 2026 21CCLC Teacher Survey was completed for 11,151 students in grades 1-5, which represents 40% of the total population of 21CCLC participants with 1+ hours of participation in these grades (28,126 students).
